Phase 1 is the T1 (Rapid) tier of the Northbeam OS — one workflow, low ceremony, fixed-fee. Phase 2 graduates to T2 (Standard) — multiple workflows, production deploy, full eight-artifact audit pack. Phase 3 enters T3 (High-Assurance) when the work is regulated, mission-critical, or under external audit. Tiers graduate without restarting the methodology.
